Workflow not throwing error without userid at user decision step and mail id at sent mail step

Hi Experts,

We are triggering the workflow which have user decision step  from portal, the workflow is not showing any error in SWI1 transaction if userid is not maintained  and even mail id is  not maintained at sent mail step. This is the case with the  workflow which is a copy of WS12300111 in which added the sent mail steps .

previously  workflows used to show errors in SWI1 ttransacton if mail id or userid's are maintained.

   We have implemented below notes in our system.

I am not sure this behaviour change is due to implementation of the notes.

Could you please let me know this change in behavior of workflow is due to imlementation of any note or due to some other reason.
