creating shipping document should be up to users and not to consultants.
Anyway, if you mean who must work on this subject, my answer is that it depends on the extension of the project and, as a matter of fact, it's an internal organization rule of the project team.
Personally, I never worked on a project where there was an "LE consultant". Usually on small/medium size projects, shipping documents are up to SD consultants. In large projects, it could happen that there are so many things to do so that it make sense to have an SD consultant and an LE consultant with separate functions (but I never heard about a project team organized in that way).
