Hi Ramesh,
If the order has settlement type "PER", the system will throw message as there is nothing settled or already settled to the sender because there is no posting for the said period i.e. 4/2014.
And if the order has settlement type "FUL", then system will allow to settle the costs.Because the system will settle whatever balance stands in the order.
