sorry for misinterpreting. Let's try it different:
a.) does this effect only come up in e.g. SAP qual system? Dev and prod running fine? then we can assume that some "mismatch" in WWI set up exists
b.) is it related to any type of genvariant/language/spec id combination? then we can assume that some "mismatch" in WWI set up exists (as layout seems to be correct)
c.) Then may be: you should deactivate any server and start step by step: Activate one server: Try to generate; if this does not work; stop this server and try the next; after doing so I assume there is a general problem in WWI setup; parallel threads (and real life) should that sometimes one server is acting correct but the others not.
c.) then may be give the "loging" feature a try to detect why the WWI process can not go on (once again use only one gen server to get a "simpler" IT landscape
Please check status net of WWI. If I remember correct. As long as "generation possible" is true there is no WWI document ready on WWI server side to get passed back to SAP (therefore it is not a SAP DMS issue).

Example of a Status Network for Reports
Starting from "GP" (generation possible) normally you would go to "GW" (in case of phrase translation missing) or "GS" (if process run through). I assume you checked SU53 (If I remember correct: the different status need the correct access rights)
Only under some "stupid" circumstances you might get status "SE" and / or "GF" (which sometimes indicate incorrect use of repaeting groups but can have different reasons as well).
Luckily this status (GP) is coming up very rarely. I am sorry to say that there are to many potential reasons why WWI hungs up (and I assume that "report form template" is working fine for genvariant/language/spec id combination?
