Hi. Ok so here is what I have discovered (thanks Jacob for putting me on the right track)
If in your logon path defined in the NWBC Desktop Client you do NOT use sap/bc/ui2/nwbc (eg sap/bc/nwbc) then the config should be done in SE16 table nwbc_cfg
If in your logon path defined in the NWBC Desktop Client you DO use /ui2/nwbc then the config should be done in transaction /ui2/cust
My initial problem was that I was not able to load up a background image via the transaction /ui2/theme_designer. The reason for this is I am using IE9. After an upgrade to IE10 the image loads fine into my theme copyofsap_corbu.
So having now seen in the preview my new image and also having published the copy theme with a sucess message I do not see the image in the NWBC desktop client when I log on.
I have tried configing both areas (for ui2 and non ui2 login paths) noting i use parameter THEME in the ui2/cust transaction and the theme id i see when i publish and for the non ui2 path i use parameter THEME_NAME
Neither make a scrap of difference and yet in bother areas I am able to use BRANDING_IMAGE and WELCOME_MESSAGE without issue and get the expected results.
Any ideas what I am doing wrong?

logon with ui2 path is exactly the same as above. As you can see the Welcome_MESSAGE has been changed and works as does my custom logo (not shown) so why is the background image not working?
I have tried defining only ui2 path, only non ui2 path, and using copyofsap_coru and Copy of sap_corbu but nothing gives
