A couple of things. first, I'd highly recommend disguising your IP address. I'm assuming that's your actual IP address, for future reference a quick <IP-Address>:8080 will be sufficient enough. Considering this is a public forum (For the most part), I wouldn't recommend displaying IP addresses.
Secondly, following up with what Ajay stated, that's not the appropriate URL to utilize. Download the mobile app onto your mobile device and attempt to connect to the mobile application that way. If you're having issues connecting through that, that's where you will be able to identify the real issue.
However, if you're able to pull up all other URL's, chances are if you're unable to login into mobile application, on your mobile device, it might be a network related issue between your mobile device & the BI 4.0 server itself.
