I just kinda lurke around this Space on occasion (e.g.; don't have much experience with CR4E). But I did find the following KBA. Please have a look, see if that will help:

1557034 - How to fix HTTP 404 error on the Crystal Reports DHTML viewer Java SDK posting back to CrystalReportViewerHandler?

If that does not help, I'l see if I can chase down someone who has more knowledge with CR4E.
