Can you check that the webdynpro service is active in the sicf transaction.
Go to the transaction sicf --> Execute --> Enter the service name as "*syclo* and apply.
You will see the syclo under the webdynpro node. Activate the syclo service under the webdynpro node (activate all the child services under syclo as well).
