I too have same issue. But I can not go for Account based copa due to advantage of Costing based COPA as we impleted Product costing in my project. Moreover this is rollout project and moving from global design cost based COPA to Accounting based COPA will not add any value.
I guess COPA is not right solution. If you go for Cost based COPA issues are

If you go for Acc based COPA issues are
Not possible to use top down distribution Can not get Product cost details
Moreover COPA will use only assessment not distribution ( distribution will have advantage of source)
I am always not getting solution without any limitations. Some times I feel why COPA why can not GL itself will give details (As other ERPs are providing )
I did not get answers for above and will wait for your expert opinion to change my opinion on COPA
