m_mate_mar is not an authorization object for me21n. there are only 4 authorization object for me21n it all starts with M_BEST_*.  purchasing group, purchasing org, plant and document type.

BAdi ME_PROCESS_PO_CUST should help you achieve this business requirement.check the same.
