I am somewhat confused by the last sentence you have. As it reads "This is controlled by formulas in work center under scheduling tab and for this it would be a constant one but not on the basis of quantity in order."
IE can I have formula's in the work center that allow both a constant "fixed" time for setup and a variable time that increases as quantities increase?
