Check the detailed workflow log in Transaction SWI1. Check if email ID is maintained for PO creator in SU01. If there is no workflow triggered ,Check the check function module( for any coded conditions) in SWE2 against the BOR object ,event WF Template ID
How this email is triggered - From workflow or from an enhancement.
