You can use the FM : CLFM_GET_INTERNAL_TABLES to meet your requirment in user exit IEQM0003
Please note STATU value ( see screen below ) which indicates the action type on the characteristics behave like this :
L= value deleted
H = Value added/updated
Null = No change
Please note that this data are being to the ausp characteristics table in the FM only if you visited the characteristic screen before save ( so if the table is null you can get the data from the DB ..)
