Please try with below standard configuration and let me know it's working or not.
Create a two base entitlement sequenece as 001 & 002 and you will use the seniorioty.
From base entitlement 000 to 001 (Years) and use constant as 0 and select accrual period and from 001 to 999 years use the constant as 14 and select the accrual period.
Under the Generation Rule create a two selection rule for two base entitlement where under the accrual period tab select the calendar year radio button.
