Not sure if you have already got the solution but if you want heuristic to consider open purchase orders for Net demand calculation, you can use inventory correction key figure. Use copy operator to copy value from KFTOAL to Inventory correction at PERPRODLOC level and then run unconstrained plan to verify the results.
