Check the below options
1.check below services along with sub nodes are activated in tcode SICF
default_host-> sap -> public
default_host-> sap -> bc
default_host-> sap -> grc
2.check HTTP,and SMTP services in ICM
3.Check below parameters
icm/server_port_0
ms/server_port_0
ms/server_port_1
icm/server_port_1
closely work with your basis team,will give you results
