This issue is caused by transfer of information from SAP PM/EAM or PS into MRS.
Check one thing: with IW41 try entering a manual time confirmation and see whether it works fine or not.
If it works fine, then the next step is checking how the CATS entries are transferred into MRS. If it is not working, check the below mentioned MRS configuration.
Take a look at the Function Module MRSS/SGE_CLOCK_MAINTAIN with an ABAPer try to understand whether it has been activated and used in order to reflect the CATS data/Time Confirmations in MRS.
This FM is used for transferring the CATS data and to present it in MRS planning Board.
And check also the attached MRS configuration (Activate Additional Checks When Saving Order).
And please update the thread if any of these works with you or even if you find another solution as currently SCN does not have enough MRS relevant threads to build up a history.
