Work Clearance Management Approval Hierarchy

Hello Team,

I wanted to know more about Approval Hierarchy.

I have one work order say 10000 which has following WCM Objects:

Order:10000

Work Approval:A -->Permit P1

Work Application:B -->Permit P2

Operation WCD:C -->Permit P3

I have made all the assignment but i am not getting correct sequence of approval.

Here I wanted to approve P3 then P2 and then P1.

In customization i have defined hierarchy:

Permit      Level

P1             1

P2             2

P3             3

But i am not getting any error while approving any permit at any WCM Object level.

Even only by approving Work Approval Permit P1 i am getting Work for execution push button.Other permits no need to approve. WHY?
