Hi,
Are you accessing BO by logging onto the URL of BI Launchpad OR Are you accessing BO server using mstsc in Start --> Run of your client machine?
If mstsc then this issue will berelated to Windows Server admin rights and NOT BO admin rights.
The user can access the BO server/repository by installing BO client on their machines.
Giving admin rights to all users to log onto BO server does not sound good or practical.
