What version of BW system are you using?
The Note provided by you is applicable from BW version
I guess in earlier version it was working fine. If you are using this in BW7.x also it might be working but you can't use this FM for updating time-dependent master data.
In the Note its clearly mentioned using the above FM is obsolete and in the note they had provided other FM which need to be used for updating master data.
