I've found another oddity. I have a non-employee enrolled in COBRA medical. A dependent is also covered under this employee number for COBRA medical.

Form 1095-B is generated for the dependent (employment status generated is NEE), but not the non-employee (Employment status generated is NEN).

I don't want to change the feature UBAIS for the determination of the non-employee, but the program doesn't seem to be reading past the feature to the plans, like it does for the dependent.
I'm opening an incident with SAP.
