External webservice/service integration is common to SAP or non SAP, which is in SDK/Studio/PDI. Once the service integration is created in SDK/PDI, a communication scenario(.csd) is created for that which is again common to SAP or non SAP.

Communication system has the integration between C4C and SAP or non SAP systems.

Communication arrangement is configured using communication system and communication scenario in PDI.

So communication arrangement and communication system should be different for SAP and non SAP system
