SAP standard tables don't work like this. There's one transaction code (or just SM30), and view/change mode are to be handled using authorizations.
If you really want to do it this way, for create/change you already know how to do it (although of course the user may change to display mode, and I don't see what is the problem of doing so), and for display only you may create a maintenance view (SE11) to your table and set the display mode only, and create a table maintenance dialog for this view.
