I investigated a bit and found the solution. There is a pilot note available for EM 9.0 and below releases which solves the issue regarding EVENT_DATE_UTC not getting reset by EE_RESET. The pilot note has been extended for the customer of OSS message. In EM 9.2 this issue does not occur anymore.
