Exact use of SAP package during object creation

Hi,

One of the project requires us to create package for every object we create.

The reason being that for testing it becomes easy via se80.

I have seen that most of the project  create packages based on different Modules.

Please help me to understand the exact reason of creating packages & why we should not create package for every object??
