Create Maintan Plan Initial screen gayed out

Hi,

We are using NWBC with role SAP_COCKPIT_EAMS_GENERIC_FUNC2 --> when create Main Plan link is clicked , first screen is coming as grayed out.

Any idea why so? what configuration changes needed to make screen editable.

same issue is happening on create equipment after entering the initial screen details. All field are grayed out ( e..g:- long text under general data tab)
